SPRINGFIELD – Under a measure introduced by State Senator Rachel Ventura, the Illinois Department of Natural Resources would be tasked with expanding grant assistance to enhance local forestry programs and increase tree canopies in underserved and disadvantaged areas.

“In times where global temperatures are increasing and forests are shrinking, we should focus efforts on improving existing forest ecosystems and making them healthier,” said Ventura (D-Joliet). “Expanding grant funding support for projects related to urban and community forestry is crucial to mitigating the impacts of the climate crisis.”

The Urban and Community Forestry Program of the U.S. Department of Agriculture's Forest Service is the only federal program dedicated to growing and maintaining urban and community trees, forests and green spaces. The Urban and Community Forestry Program assists states and partner organizations in applying nature-based solutions to chronic and emergent economic, social and environmental challenges.

Senate Bill 2455 would expand what grant funding can support, including projects that align with the Illinois Forest Action Plan, local forestry plans and efforts to increase tree canopy capacity.

Under the measure, the Illinois Department of Natural Resources would be tasked with promoting the development of urban and community forestry plans and programs supporting public trees located within units of local government. Additionally, IDNR would provide help to grant recipients for programs, projects and other work related to urban and community forestry.

“By investing in our urban forests today, we are not only improving air quality and public health, but also building climate resilience for generations to come,” Ventura said. “This measure ensures that every community — regardless of zip code — can benefit from a greener, healthier environment.”

Senate Bill 2455 passed the Senate Agriculture Committee on Thursday.
